Article I- Name
The name of this organization shall be the Computer Networking and Security Technology (CNST) Club.

Article II- Purpose
The purpose of the CNST Club is to unite students and faculty of Texas State Technical College (T.S.T.C.) in a common professional bond To provide opportunities for club members in leadership and development. To provide intercommunication between the students and industry through extracurricular activities such as community projects and field trips. (Amendment 008.Butler) To assist students in establishing realistic employment objectives. To develop the ability of students to plan, organize, and carry out worthy activities and projects through the use of democratic process.

Article III- Membership
Membership to the CNST Club is open to any student, members of the faculty or the staff of T.S.T.C. Membership is not denied to anyone on the basis of race, color, national origin, religion, handicap, sex, or age. (Policy SOS 4.03) (Amendment De La Cruz 9-21-99) To 835th doctrine is hereby ratified to establish a merger of clubs in order to make a mire progressive unity in division of events around the campus, buildings, or sections.  The President or Club Ambassador/Liaison shall be appointed for membership on such a quest of unity.  If the Computer Networking and Security Technology Club or other chapter leads, then all such members will abide by the set Constitution or such by-laws. (Amendment 009.Ruiz) Membership point systems: The purpose of the membership point system is to keep track of individual members active in the club and determine which members have participated in club activities in case of an activity with limited space or funds.

1.    Each member shall receive 1 point for attending scheduled meetings.

2.    Each member shall receive 5 points per hour for participating in fundraisers.

3.    Each member shall receive 1 point for $1 in donations or donated items.

4.    Each member shall receive 10 points for holding office.

5.    Each member shall receive 10 points for off-site fundraiser preparation.

6.    Each member shall receive 5 point for CNST department support.

7.    Each member shall receive 5 points per hour of help with fundraisers.

8.    Each member shall receive 5 point per hour attendance in a CNST project.

At the beginning of each semester, all club members’ points start off equally with a zero balance. (Escamilla 1-24-01)

Article IV- Club Advisor
The Computer Networking and Security Technology (CNST) Club can exist only when a CNST faculty has agreed to serve as an advisor.

Article V- Officers and Their Duties
Officers of the CNST club shall be elected by majority vote of the members.  Officer positions shall be the President, Vice-President, Secretary, Treasurer, Webmaster, Reporter and Student Government Senator.

Time Commitment:  
Club officers are elected each semester and will serve for a term of no more than two consecutive academic semesters thus allowing all members of the club an opportunity to serve as a club officer.

Officer Qualifications:

1.  Must have a GPA of 2.5 (In Current Program)  

2.  A Computer Networking and Security Technology Club member in good standing.  Good standing is determined by accumulating 20 points in the preceding quarter.

3.  Must attend weekly officers meetings to discuss and preview club meeting agenda.

President: It shall be the duty of the President to act as the club leader, and serve as chairman of the executive committee being ultimately responsible for all chapter activities.  This person presides at all meetings of the chapter.  Typically, the President appoints all committees of the chapter, except the Program Committee.

Vice-President: It shall be the duty of the Vice President assumes the Presidential duties in the event of the President’s absence.  The Vice President will chair the Program Committee, which is responsible for arranging speakers, socials and the like.  If the President is removed from office, the Vice- President shall assume the duties of the President until the expiration of the term.

Secretary: The Secretary keeps minutes of all chapter meetings, memberships, events, ongoing projects, notify all club members of scheduled events and trips.  In addition, prepares the monthly chapter reports that are presented to the chapter at the end of each semester.

Treasurer: The Treasurer’s responsibilities include collecting dues, calculating points, and maintaining the financial records of the chapter.  The Treasurer must also file a monthly report, which will be presented to the chapter at the end of each quarter. 

Reporter: The Reporter is responsible for submitting club reports and photos to the club Webmaster and local news agencies. The Reporter will work with the Student Government Senator in maintaining an updating the Computer Networking and Security Technology (CNST) Club bulletin

Webmaster: The Webmaster is responsible for maintaining and updating the Computer Networking and Security (CNST) Club website with current events, news, ongoing projects and trips. The Webmaster will also take photographs of current events and all club activities. The Webmaster will work with all of the officers in determining what material will be presented on the club website.

Student Government Senator:  The Student Government Senator will meet once a month with the T.S.T.C Student Government, and is responsible to keep the CNST Club posted of events and ongoing projects and trips. This position is for one semester term only.

Any officer may be removed from office if the Executive Board votes to do so because they have failed to complete their duties and fulfill their obligations. The Executive Board shall consist of all officers and one Club advisor. The faculty advisor shall consist of all officers and one Club advisor. The faculty advisor shall be member of the Computer Networking and Security Technology program of T.S.T.C., Harlingen.

Article VI- Club Regulations
The Computer Networking and Security Technology (CNST) Club agrees to abide by rules, regulations and policies established by the Board of Regents and Administration of T.S.T.C. (Policy SOS 4.03) The Computer Networking and Security Technology (CNST) Club fund raising activities must be pre-approved be the Office of Dean of Students. (Policy SOS 1.24) The Computer Networking and Security Technology (CNST) Club shall maintain their student fund on deposit with the campus Business Office where they will be maintained as “agency” funds and be subject to audit. (Policy SOS 1.24)All officers of the CNST Club must comply with all Texas State Technical College policies, procedures, rules and regulations as applicable to student/employee organizations. (Policy SOS 1.24)

Article VII- Discipline
Member of the Computer Networking and Security Technology club that sign up for an activity but do not show up for their assigned shift shall be docked 5 points.

Article VIII- Amendments
In order to amend this constitution; the proposed amendment must be presented to the Club President in writing.  The proposed amendment requires a two-thirds approval of the voting members to be adopted. (Amendment 12-06-00)

Article V- Officers and Duties

Officer Qualifications:

1. Must hold a G.P.A. of 2.5 in their currently enrolled program, eg.: CNST, DIT, CMT, etc.

2. Must be a Computer Networking and Security Technology club member in good standing. Good standing is determined by accumulating 20 points in the preceding semester.

3. Must attend weekly officer meetings to discuss and preview club meeting agenda and cannot miss more than three (3) meetings without an appropriate excuse.

4. Can be voted in by acclamation-- If no nominations are available, and a club member is familiar with the officers duties and responsibilities, willing to accept and fulfill those obligations.
